The committee authorized three change orders totaling $34,964 for building systems, plus playground and IT packages drawing $288,940 combined from contingency. OPM project manager Kseniya Slavsky reported the facility is in interior framing and roof stages, with substantial completion now projected December 14, 2026, though substantially behind the original October 5-6 contractual date and subject to $1,000-per-day liquidated damages.
