Lincoln approves first payment-in-lieu-of-taxes deal with Care Dimensions hospice

LINCOLN — December 8, 2014 — Lincoln signs first-ever PILOT agreement, securing up to $380,000 from Care Dimensions hospice. The Select Board unanimously authorized member Noah Eckhouse to sign a 10-year payment-in-lieu-of-taxes deal with the nonprofit hospice provider for a planned Winter Street facility, paying roughly $40,000 annually for the first five years and a reduced amount tied to actual town-service consumption for the second five, plus up to $25,000 toward Winter Street road repairs. Eckhouse, who negotiated the agreement with Town Administrator Tim Higgins, said the parcel had been "at risk" of housing development and noted Lincoln hosts "over 100 nonprofits" whose service demands "can't be done and borne solely in the backs of our residential taxpayers." The board also promoted David McKnight to permanent DPW foreman by unanimous vote and interviewed three candidates — Jordan McCarron, Richard Selden and Stephen Johnson — for three open Conservation Commission seats, with a vote scheduled Dec. 15.
