Lincoln Dark Skies Committee opts for general bylaws over zoning.

Lincoln Dark Skies Committee decides to pursue general bylaws for outdoor lighting compliance. The committee voted to advance general bylaws, which require only 50 percent approval at Town Meeting compared to the 2/3 vote required for zoning changes. Buzz Constable explained that general bylaws allow direct handling of grandfathering issues.
The committee will seek Planning Board endorsement on January 27. Planned public outreach includes an information meeting January 15 at the Town Office Building with in-person and Zoom options. The committee is also developing an educational process for addressing noncompliant lighting and will submit a building-inspector complaint regarding The Commons lighting.
