Lincoln Finance Committee allocates $1.3 million to tax relief from delayed HVAC project. The Committee unanimously approved channeling $1.3 million toward additional tax relief and $700,000 to free cash following postponement of the Library HVAC project, bringing total recommended tax relief to approximately $2.3 million and resulting in a roughly flat median tax bill for fiscal year 2027. Town Administrator Daniel Pereira reported the HVAC system evaluation, ongoing since August with external consultants, identified concerns about previously assumed energy tax credits and recommended pausing the project for further analysis.
Chair Paul Blanchfield also indicated Committee support for developing a formal reserve policy governing the Hanscom contract relationship following public comment raising questions about governance, transparency, and taxpayer control of the associated funds.
