Special Town Meeting · Meeting of October 24, 2026
Lincoln's Special Town Meeting rejected a $3.7 million net-cost ground source heat pump for the library, then approved a $330,000 gas boiler replacement instead. Select Board member Jim Hutchinson moved Article 1 for the ground source system, which drew a $1 million state climate grant, but the measure fell to 193-152, about 56 percent, short of the required two-thirds for borrowing. Finance Committee Chair Paul Blanchfield said the ground source option would cost the median household $154 a year over 20 years.
Chestnut Circle resident Tim Taylor questioned a discrepancy between the project's $3.7 million net-cost figure and a separately cited $303,000 annual debt payment. Voters then passed Article 2, a $330,000 Community Preservation Act appropriation for a high-efficiency gas boiler, 224-102, about 69 percent. Green Energy Committee member Lori Gray said she "was prepared to vote no if the analysis showed that the carbon savings were not worth the cost."
