Lincoln Select Board adopts new Bemis Hall and transfer station regulations

LINCOLN — June 27, 2022 — Lincoln Select Board adopts first formal transfer station regulations and overhauls Bemis Hall rentals. With Chair Jim Hutchinson absent, members Jennifer Glass and Jonathan Dwyer voted 2-0 to adopt both packages on June 27. DPW Superintendent Chris Bibble reported Lincoln's 2021 recycling rate at 41.5 percent against a 32–33 percent state average, with 52 tons of food waste diverted from the trash stream; the town pays $85.50 per ton for disposal. The new rules limit use to Lincoln residents and household trash, excluding businesses, condo associations, nonprofits and farms. Town Administrator Tim Higgins said groups had been given stickers they "in theory, probably shouldn't have been given all along." The Bemis Hall policy, last revised in 2013, shifts $200 security-deposit authority to the COA director, tiers rates by hour with an eight-hour cap, and adds a music-recital category. The board also tentatively moved the fall special town meeting to Nov. 30.
