LINCOLN — Planning Board approves wireless permit renewal and advances dark skies bylaw to town meeting. The Board unanimously approved a ten-year special permit renewal for Verizon Wireless at 30 Lewis Street and an Eligible Facilities Request for equipment changes, both with unanimous votes. A proposed zoning bylaw amendment replacing Section 13.5 to regulate exterior lighting and light pollution under Dark Skies principles was advanced unanimously after a public hearing; Town Counsel flagged potential conflicts with state grandfathering law and Dover Amendment protections for school athletic fields, and Co-Chair Lynn DeLisi recommended removing a proposed 10 p.m. shutoff for new fixtures from the zoning bylaw in favor of a future General Bylaw.
