Selectmen receive Drumlin Farm master plan, defer Right to Farm sign request

LINCOLN — September 19, 2011 — Lincoln Selectmen press ZBA to stop delaying group home at town-owned 12 Airport Road. The board voiced frustration after the ZBA continued new path's special permit hearing to Oct. 13 on National Park Service objections over access and a possible land swap, three years after similar negotiations went nowhere. "We have to assert our rights as the property owner," said Selectman Noah Eckhouse, noting the town spent $300,000 acquiring the lot. Selectman Peter Braun, an attorney, called the National Park's 20-trips-per-day traffic concern "de minimis" and said the ZBA's jurisdiction is limited to whether the project is "substantially more detrimental" than the prior nonconforming use. Separately, the board heard a Drumlin Farm master plan preview with roughly 7,000 square feet of new buildings, and Town Administrator Tim Higgins reported a health insurance redesign expected to save the town $150,000 and cut employee premiums 6 percent.
