Water Commissioners advance FY27 budget with 13% rate increase

Lincoln Water Commissioners heard a $2.8 million Fiscal Year 2027 budget proposal with a 13 percent user rate increase. Superintendent Richard Nolli cited debt service growth of 119 percent ($475,000), driven by the Bedford and Lincoln Road water main projects and a smart meter deployment program. A one-time $284,000 expense corrects a five-year billing discrepancy at The Commons; overcharges exceeded $500,000, with half settled via credits and the remainder due in April from reserves.
The commissioners will vote on the budget and rate at their March 17 meeting; if approved, the new rate takes effect in July 2026.
