Lincoln School Committee cancels Pod C procurement, extends LEAP one year

LINCOLN — May 2, 2013 — Lincoln cancels Pod C after-school procurement and extends LEAP one more year. The School Committee on May 2 unanimously voted to scrap a competitive procurement that had drawn proposals from incumbent Lincoln Extended Day Activity Program and Springboard Education in America, after Business and Finance Administrator Buck Creel withdrew his earlier recommendation to award Springboard a five-year rental, citing an "inherent ambiguity" in an RFP that did not reflect summer Parks and Recreation use of the space. Member Tom Sanders moved to exercise LEAP's one-year extension under the 2008 agreement and re-compete in November or December under revised language Creel will bring back by early September. Public comment ran heavily for LEAP; Foley Hoag attorney and parent Sharon Lincoln told the committee Springboard Education Foundation's tax-exempt status had been revoked in November 2011. The committee also approved $814,656.32 in warrants and nine METCO admissions to maintain the 91-student grant threshold.
