Lincoln Select Board appoints new patrol officer and fire lieutenant

LINCOLN -- September 20, 2010, Lincoln Select Board fills two public safety posts and opens a residential tax exemption study. Chief Kevin Mooney's recommended hire, Salve Regina graduate Anthony Moran, was appointed full-time patrol officer from a pool of 230-plus exam takers and will start a 27-week MBTA academy Oct. 18. Fire Chief Arthur Cattoni's nephew Mark Marola was appointed lieutenant after a five-person interview panel that Town Administrator Tim Higgins said was structured to keep the process at arm's length. At the annual tax classification hearing, the board kept the commercial factor at 1.3 and rejected three discount options, but agreed to convene a Select Board/Finance Committee/Assessors working group to study a residential exemption, which Selectman Sarah Maddox said could help seniors age in place but Selectman Noah Eckhouse warned risks "mixing social policy and tax policy." The FY11 levy will rise from roughly $21.5 million to $23.5 million on $703,409 in certified new growth, largely from The Groves.
