Lincoln Select Board approves Verizon pole filing, ZBA appointments and bond refinancing

LINCOLN -- January 27, 2021, Lincoln banks more than $1 million by refinancing its 2011 town offices bond. Finance Director Colleen Wilkins told the Select Board on Jan. 26 that the 10-year call option on the $1 million-plus general obligation bond allows a refunding at a conservative 1.6 percent, against current rates, yielding more than $1 million in savings over the remaining 20 years and freeing future Community Preservation Act capacity. Chair Jonathan Dwyer and member Jennifer Glass authorized the treasurer to proceed under M.G.L. Chapter 44 Section 21A; member James Craig was absent. The board also appointed David Sifter and Bill Churchill as full ZBA members and approved a Verizon grant of location on Lincoln Road. Public Health Nurse Trish McGean said the town is "ready to go" on clinics for 2,000 residents but faces a state cap of 100 doses per week. "We just need the product to provide the service," she said. Town Administrator Tim Higgins estimated clinic costs at $50,000 to $70,000, drawn from roughly $100,000 in remaining CARES Act funds.
