Lincoln Select Board elects Glass chair, approves fossil-fuel petition for legislature

LINCOLN — April 11, 2022 — Lincoln Select Board elects Glass chair and sends fossil-fuel petition to Beacon Hill. The board unanimously installed Jennifer Glass as chair following the annual reorganization and welcomed first-time member Jim Hutchinson; outgoing chair Jonathan Dwyer made the motion. Members voted 3-0 to formally transmit Article 31's home rule petition seeking authority for a fossil-fuel-free construction bylaw, with Town Administrator Tim Higgins reporting that state Sen. Mike Barrett had described pending legislation under which "the first 10 in" qualifying communities could become demonstration projects. The board also appointed Battle Road Farm resident Deborah Doherty to a Capital Planning Committee seat through 2023, promoted Ryan Brown from land steward to land manager in Conservation with no budget impact, and authorized Glass to sign a Select Board letter supporting Lincoln's MVP climate-planning grant application due April 22. Hutchinson abstained on three sets of pre-election minutes.
