Lincoln Select Board promotes Sean Kennedy to police lieutenant

LINCOLN — June 30, 2014 — Lincoln promotes Sgt. Sean Kennedy to police lieutenant hours after his brother takes over as chief. The Select Board voted 3-0 on June 30 to elevate Kennedy after a panel of Town Administrator Tim Higgins, outgoing Chief Kevin Mooney and member Noah Eckhaus interviewed two internal candidates. Eckhaus said both were "quite viable" but Sean Kennedy was "the stronger" choice, and pledged a written conflict policy covering assignments, payroll, overtime, details and performance reviews. The board also elected Linda Conrad to the Housing Commission in a 5-0 joint vote with commissioners Connie Lewis and Diana Chirita, hired Margaret "Peggy" Elder to replace retiring administrative assistant Deborah Parker, appointed Ian Sears to the DPW, and cut Turtle Creek's farm-winery license fee to $150 from the standard $1,500.
