Lincoln Selectmen approve Planning Board appointments, Acorn Lane sign amid Route 2 fallout

LINCOLN — June 17, 2013 — Lincoln Selectmen field Minuteman restructuring pitch and Route 2 cut-through complaints. Superintendent Dr. Edward Bouquillon, business manager Kevin Mahoney and Lincoln's Minuteman representative Kim Tashiaglo briefed the board on a rewritten 16-town regional agreement that would replace the current five-student minimum with a four-year rolling average, a 1 percent base contribution and ability-to-pay weighting, alongside a feasibility study budgeted at $724,000 examining both 435- and 800-student schools. Town Administrator Tim Higgins pegged Lincoln's share of a $60 million project at $30,000 to $60,000 in annual debt service. The board, sitting jointly with the Planning Board, unanimously appointed Linda Lisi as a regular member and James Craig as associate member, giving the Planning Board a majority of women for the first time in Chair Gary Taylor's tenure. Selectman Noah Eckhouse, warning that "contractors make all their profit on change orders," pressed for full visibility into a proposed multimillion-dollar Route 2 retaining wall change order.
