Lincoln selectmen authorize $7.97 million in bonds at 3.68 percent rate

LINCOLN — May 2, 2011 — Lincoln selectmen lock in 3.68 percent bond rate and launch Codman Farm license drafting. The Board of Selectmen unanimously approved the sale of $7.318 million in general obligation bonds plus a $650,000 bond anticipation note for the school building feasibility study, with Selectman Noah Eckhouse calculating the rate as 26.5 percent below the 5 percent budget assumption. "When the cost of funds gets lower and lower, it's a huge advantage out to the town," Eckhouse said. The board also appointed an ad hoc working group, with a July 1 deadline, to draft a license — not a lease — for Codman Community Farm Inc. Two home rule petitions cleared on unanimous roll calls, authorizing Rep. Tom Conroy to seek a full alcohol license for AK Bistro and an all-alcohol club license for The Groves. Chair Sarah Mattis opened with a tribute to the late Warren Flint Jr., who served on the Planning Board and Board of Selectmen and shepherded the Five Fields project.
