Lincoln Select Board opens town meeting warrant, grants Groves club liquor license

LINCOLN — January 14, 2013 — Lincoln Select Board opens annual town meeting warrant and grants The Groves the town's first club liquor license. The board, with Chair Noah Eckhouse and members Peter Braun and Renel Fredrickson, voted unanimously to approve a beer-and-wine license for The Groves at Lincoln retirement community, conditioning the bar-menu window to 7-9 p.m. instead of the standard 9-11 p.m. because residents are "in bed by 8:30, 9 o'clock pops." In a joint vote with the Planning Board, the boards appointed architect Rick Rundell to a two-month Planning Board vacancy and named ZBA alternate Margaret Olson to a long-dormant three-year associate member seat. Town Administrator Tim Higgins said FY14 preferred-budget asks above base will run roughly $80,000 to $100,000, including an upgraded assistant town clerk role and partial funding — likely about $20,000 of a $40,000 request — for GIS consulting support. The board also authorized $2,285.56 from the 1886 Abby J. Stearns Fund for emergency assistance.
