Lincoln Selectmen accept antique clock, advance leaf blower committee report

LINCOLN — December 16, 2013 — Lincoln Selectmen accept historic clock and tee up a $75,000 community center study. The Dec. 16 board accepted a refurbished wall clock once owned by former town clerk Elizabeth Snelling, donated by resident Sandy Bradley and presented by Susan Brooks. Leaf Blower Study Committee Vice Chair John Koenig told the board a 2014 bylaw is unlikely and a status report and education push will come instead; Selectman Noah Eckhouse warned the current draft would prompt "a very cantankerous response in both directions" without practitioners at the table. Town Administrator Tim Higgins set the FY2015 operating budget at $8.15 million, up 2.31 percent, crediting health insurance savings of $300,000 to $400,000. The board moved two roughly $14,500 variable-message signboards from cash capital to Chapter 90, endorsed a Bemis Hall lit-crosswalk pilot, and renewed 14 victualer licenses and three liquor licenses for 2014.
