Lincoln Selectmen advance capital planning bylaw to March town meeting

LINCOLN -- February 6, 2012, Lincoln Selectmen advance capital planning bylaw and brace for Smith building demolition vote. The board on Feb. 6 endorsed a near-final draft expanding the Capital Planning Committee from seven to nine members with five at-large seats, which Selectman Peter Braun called a "well-socialized document" headed to March town meeting. Braun also reported that the MSBA has approved Lincoln's move into 15 percent schematic design, with a June 7 submission, a July 25 MSBA vote and a 120-day town clock that will likely force a special town meeting. The current plan calls for complete demolition of the Smith building, with architects floating an "environmental garden" as a memorial gesture. Rural Land Foundation Chair Susan Wells confirmed Donelan's will reopen at the Lincoln Mall by June 1. The board also appointed Lorraine Fiore to the Emergency Assistance Committee and signed the Boston Post Cane certificate for Esther Maltzman-Stevens.
