Lincoln Selectmen appoint Hinkin to ZBA, back recycling overhaul

LINCOLN -- June 28, 2010, Lincoln Selectmen appoint Hinkin to ZBA and endorse Green Tech recycling push. The board on June 28 unanimously appointed corporate attorney David Hinkin as a Zoning Board of Appeals associate member through 2012, with Selectman Sarah Mattis noting the same-night vote departed from the board's usual week-long wait: "We're stepping outside of normal process and it's for this reason." Green Energy Technology Committee member Laura Burland reported Lincoln's recycling rate at 34 percent, just above the 33 percent statewide average, while Town Administrator Tim Higgins disclosed a recent noncompliance notice from the North Andover facility flagging excess paper. DPW Superintendent Chris Bibbo will meet the Green Committee July 15 to implement no-cost recommendations. The board also reported a $52,000 forecasting cushion against worst-case state aid cuts and confirmed 22 applications received for the new Director of Planning and Land Use position.
