Selectmen advance Phase 2 paving plan, defer $578,000 to later phase

LINCOLN -- July 12, 2010, Lincoln Selectmen back trimmed $1.97 million Phase 2 paving scope, defer $578,000 to Phase 3. Selectman Sarah Maddox, chairing the standing roadway and traffic committee, walked the board through a road-by-road matrix that fully funds Bedford Road from Route 2 to Five Corners ($491,000), Lincoln Road through the South Lincoln commercial area, and two South Great Road segments, while deferring most of South Great Road past Mount Misery and the Codman Road–117 stretch. Town Administrator Tim Higgins reported $2.234 million remaining from the 2008 $5.5 million bond, with $270,000 in Chapter 90 funds applied to close part of an $834,000 gap. Selectman Noah Eckhals pushed the committee to identify a roughly $250,000 bid alternate before the July 26 vote, warning "if the climate turns foul for us, we don't get hung up with another six months or even 12 months delay." Bidding is targeted for fall 2010, construction for spring 2011.
