Lincoln Selectmen approve $4.4 million OPEB transfer to state investment trust

LINCOLN — July 27, 2015 — Lincoln Selectmen approve $4.4M OPEB transfer to state PRIT and praise department-wide police bias training. The board voted unanimously July 27 to sign an investment agreement moving the town's Other Post-Employment Benefits fund — about $3.8 million in principal, roughly $4.4 million with market value — into the state Pension Reserve Investment Trust in September, a move Chair Noah Eckhouse said should lower the actuarial liability. Police Chief Kevin Kennedy and Lieutenant Sean Kennedy reported that all but two full-time officers completed in-person Fair and Impartial Policing training developed by Dr. Lorie Fridell of the University of South Florida and taught by retired Palo Alto Lieutenant Sandra Brown; biased policing, the chief said, "erodes the trust of the community." Selectmen also appointed Jonathan Marcel full-time E-911 dispatcher retroactive to July 6, appointed Laura Sander to replace Jim Hutchinson on the Housing Trust, and approved a 5.1-acre conservation restriction at The Commons. Assistant Town Administrator Mary Day reported a new $79,000 Green Communities grant, bringing the four-grant total to $718,000.
