Planning Board approves 28-unit Commons expansion with stormwater and lighting conditions

LINCOLN — November 12, 2024 — Lincoln Planning Board approves 28-unit Commons expansion, defers T-Mobile renewal for missing RF data. The board unanimously granted a special permit and site plan approval under Section 12.5.8 for The Commons in Lincoln at One Harvest Circle, with conditions requiring the long-broken Cider Lane gate to be operational by Feb. 1, half of 61 tall light poles to shut off after 9 p.m. as required by the 2014 decision, compliance with town outdoor watering bans despite on-site wells, and final Massachusetts DEP approval of an expanded sewage treatment plant before building permits issue. Stormwater peer reviewer Scott Murphy of IMEG found the project compliant in a Nov. 11 memo. Co-Chair Gary Taylor urged operator Ray to coordinate lighting plans with the town's dark skies subcommittee; "I'd rather do it right the first time," Ray told the board. Earlier, the board continued T-Mobile's 30 Lewis Street special permit renewal to Dec. 10 after Centerline Communications sought to waive radio-frequency emissions measurements that Co-Chair Lynn DeLisi and Taylor insisted on because T-Mobile is simultaneously swapping interior equipment.
