Lincoln Planning Board Approves Civico's 20-Unit Development, Denies Old Winter Street Gate

LINCOLN — June 23, 2026 — Lincoln Planning Board unanimously approves 20-unit Civico Development on Page Road with conditions, denies scenic road gate. The board voted 5-0 at its June 23 meeting to grant a special permit, site plan review, and stormwater management plan for Civico Development's proposed housing project at 109 Page Road and 279, 283, and 295 Cambridge Turnpike, including three affordable units, contingent on peer reviewer Scott Murphy of IMeg signing off on stormwater revisions, Cambridge Water Department concurrence, resolution of an Article 97 constitutional notice question by Town Counsel, and correction of document inconsistencies flagged in an abutter letter. Attorney Dennis Murphy of Hill Law warned the board that Article 97 "contains a number of procedural protections that if they're not complied with would invalidate any permit." In a separate 5-0 action, the board denied a vehicular gate and parcel delivery box proposed at 44 Old Winter Street, a designated scenic road, after three abutters testified the gate was inconsistent with the road's character and that a previously approved deer fence was intended as a three-year temporary measure; the board approved removal of 25 hazardous trees on the same property. A protected-use ADU at 19 Brooks Road was also approved unanimously.
