Planning Board approves Conant Road farmhouse, defers Old Winter Street blasting decision

LINCOLN -- August 12, 2025, Lincoln Planning Board approves Conant Road home and pauses Old Winter Street blasting request. The board unanimously approved a revised site plan for Andrew and Nancy Lowe's new home at 59 Conant Road after architects reduced ridge height by one foot, cut 16 building and 39 landscape light fixtures, and dropped color temperature to 2,700 K. Co-Chair Lynn DeLisi and member Susan Hall Mygatt agreed average natural grade would not adversely affect the Valley Pond neighborhood. Historical Commission Chair Andrew Glass supported the articulated three-volume massing. On 44 Old Winter Street, the board continued to Sept. 9 a request from landscape designer Jen Stevens to switch from hammering to blasting through granite ledge required for a code-mandated hydrant 800 feet up the driveway. Resident Jay Donnelly read a statement endorsed by 14 households calling the choice between three more weeks of 80-decibel hammering and a "yet-to-be-developed blasting plan" unreasonable. Attorney Jonathan Silverstein argued no board vote was required.
