Planning Board opens Commons 28-unit expansion hearing, continues to October

LINCOLN — September 10, 2024 — Lincoln Planning Board opens Commons 28-unit expansion hearing and continues it to Oct. 22. The board took no vote on ND Lincoln LLC's special permit and site plan review under Zoning Bylaw 12.5.8, which would add 28 independent-living units (bringing the total to 286) and a net 52 parking spaces at The Commons at Lincoln. Rob Beale of One Point Partners and Chris Fee of Stantec walked the board through design changes since November, including elimination of under-building parking at the new C addition and a 98-percent-complete stormwater redesign after test pits within the 200-foot riverfront setback returned unfavorable groundwater. Co-Chair Lynn DeLisi asked for 3000 K lighting specs and a full affordable-housing accounting; Co-Chair Gary Taylor asked for the project's debt load. Resident Virginia Lemire cited the board's March 11, 2014 decision requiring Dark Sky lighting and half of exterior lights off after 9 p.m., saying "I have never observed that being done."
