Select Board approves no-parking zone, Article 27 legislation and Hanscom comment letter

LINCOLN — April 29, 2024 — Lincoln Select Board sets September launch for resident-led town meeting review. Member Jim Hutchinson and Town Moderator Sarah Cannon Holden told the board Monday that the volume of post-March suggestions — including remote voting, Australian ballot, and clicker use — was too large for a single forum and outlined a phased approach with a background webpage this summer, a September outreach meeting, a formal committee charge, and preliminary polling at State of the Town. Finance Committee Chair Andy Payne urged the board to sort proposals by what state law, town bylaw, and moderator discretion actually allow, warning the town could "spend a lot of time engaging residents on feedback and ideas that the state doesn't let us do." The board voted 3-0 to file special legislation under Article 27 enabling online posting of official public notices, 3-0 to install a no-parking zone at 41 to 47 Old Concord Road after fire and police confirmed apparatus access problems, and 3-0 to send a Lincoln-specific letter to MEPA challenging Massport's ferry-flight calculations in the Hanscom North Airfield draft EIR before the May 10 deadline.
