Select Board Finalizes Library HVAC Ballot Plan

Lincoln's Select Board, Finance Committee and Community Preservation Committee held a joint session to lock in library HVAC ballot options ahead of an October 24 vote. Finance Committee Chair Paul Blanchfield said his panel would recommend borrowing roughly $1.2 million within the levy limit for a ground source heat pump, while Community Preservation Committee Chair Eric Zimmerman said his committee backed committing about $2.466 million in CPA funds to the same project. A conventional boiler-only fix was pegged at $330,000 to $350,000, versus roughly $3.3 million for a full traditional system swap.
Resident David Guaitos pushed back on officials' framing, saying the oft-cited 9 percent cost gap "really only appears after a long series of assumptions." The Select Board separately voted 3-0 to sign the November 3 state election warrant and to endorse Wendy Ravelli as Concord's nominee to the Metropolitan Planning Organization.
