Selectmen approve Western Avenue curb cut, initiate Comcast license renewal

LINCOLN — March 11, 2013 — Lincoln Selectmen cleared a Western Avenue curb cut and lined up positions on five zoning articles before the March 23 town meeting. The board unanimously approved engineer Ken Eisner's application on behalf of owner Michael Feinberg to shift an existing driveway 20 to 25 feet north and rebuild all roadside stone walls under Town Engineer Chris Bibbo's oversight. Selectmen also voted to initiate the Comcast cable license renewal — current license expires in September, with the franchise fee yielding roughly $20,000 a year — and to reconvene the Cable Advisory Committee under Jim Cunningham. On the warrant, the board unanimously backed Article 34 rezoning the Groves (with a $250,000-per-unit affordability contribution covering up to 12 net new units) and Article 36 dropping the curb cut threshold from 250 to 50 daily trips. Town Administrator Tim Higgins noted the cable authority is "quite limited" — no rate, programming or bundle regulation.
