Lincoln board approves Farrar Road advisory-shoulder pilot, two solar PILOTs

LINCOLN — June 21, 2021 — Lincoln Select Board greenlights Farrar Road advisory-shoulder pilot and two 25-year solar PILOTs. The board voted 2-0, with member James Craig abstaining as a Farrar Road resident, to submit a Federal Highway Administration application for dashed-line advisory shoulders on the road, a treatment BPAC co-chair Bob Wolf called "low-hanging fruit" because the road is "straight, flat, and short." Members also approved payment-in-lieu-of-tax agreements with Solar Star Lincoln School LLC and Select Energy LLC for school-campus and Minuteman solar arrays, after school finance administrator Buck Creel explained that Regional Assessor Harold Scheid found the taxable footprint amounts to roughly 176 square feet of canopy foundations. The board further endorsed home rule petitions for a senior-tax circuit breaker and a checkout-bag fee, approved a $20,976 fiscal 2022 Regional Housing Services Organization budget covering 263 hours, and appointed Bethany Nicolassi as a special police officer.
