Planning Board approves Kanner ground-mounted solar with permanent screening condition

LINCOLN -- November 22, 2022, Lincoln Planning Board greenlights front-yard solar array and opens climate action planning. The board voted 4-0 on Nov. 22 to approve a 68-panel ground-mounted solar installation at Stephen Kanner's bypass road property, conditioned on perpetual maintenance of the evergreen screening along Route 2A; the array is 116 feet, 6 inches long and pitched at 25 degrees. MAPC senior environmental planner Adria Boynton presented the scope of Lincoln's $100,000 Municipal Vulnerability Preparedness Action Grant climate action plan, due June 30, 2023. Co-Chair Lynn DeLisi briefed the board on the Nov. 30 Special Town Meeting warrant for approximately $325,000 in community-center pre-design work, against a project now estimated at roughly $25 million, and said a two-thirds vote would be "very tight." The board declined to take a position. "I don't think we can have an opinion at this point," Member Margaret Olson said. The board also gave a 4-0 positive referral on a previously stalled Short Hill accessory apartment after the applicant added a code-compliant second egress.
