Planning Board approves net-zero home on Bypass Road, delegates final details to staff

LINCOLN — October 25, 2022 — Lincoln Planning Board approves net-zero Bypass Road home but stalls on accessory apartment egress. The board on Oct. 25 unanimously approved a 7,936-square-foot net-zero, all-electric house at 16 Bypass Road for applicant Scott Rodman, delegating final lighting, landscape, drainage and driveway plans to planning staff so foundation work can begin before frost. Co-Chair Lynn DeLisi acknowledged the staff-delegation approach as a shift, saying "I think this is the way we should go. I just want people to realize that that's what we're doing." The board declined to recommend approval of a 1,141-square-foot accessory apartment at 6 Stonehedge Road over a single exterior staircase, with Co-Chair Gary Taylor saying "I think the second egress is an issue." Members also previewed roughly 10 minutes of State of the Town slides on B1/B2 zoning and accessory apartment streamlining, and designated Taylor as a second Housing Choice representative.
