Planning Board approves Old Winter Street shed, edits State of the Town zoning deck

LINCOLN — October 26, 2021 — Lincoln Planning Board clears a 12-by-20 shed and spends an hour rewriting State of the Town zoning slides. The board approved Timothy Christenfeld's site plan at 50 Old Winter Street with Conservation Department conditions including a sedimentation control barrier, on a 4-0 vote with Member Steve recused. Most of the meeting was a line-edit of Co-Chair Margaret Olson's draft slide deck on South Lincoln zoning. Member Bob and Co-Chair Lynn DeLisi pushed to strike a reference to "historically marginalized populations" — language adopted into the SLPIC charge May 25 on a 4-0 vote — calling it "an overreach"; Olson agreed to drop it from the slide. Co-Chair Gary Taylor warned that losing Housing Choice and MassWorks eligibility under the MBTA Communities Act could cost Lincoln roughly $2 million in state grants, including a recent $400,000 wastewater design award. The board accepted "directs" in place of "requires." A separate Dwyer-Zucker site plan was continued to Nov. 9.
