Planning Board clears Oriole Landing sale from Civico to National Development

LINCOLN — January 25, 2022 — Lincoln Planning Board clears the sale of Oriole Landing to National Development's ND Lincoln LLC. The board voted 5-0 twice on Jan. 25 to transfer the special permit and to acknowledge that the recorded perpetual regulatory agreement with DHCD — at Middlesex South registry book 72059, page 551 — satisfies a separate town agreement referenced but never executed under housing conditions 1D and 1E. Planning Director Paula Vaughn-Mackenzie said KP Law's Sharon Everett advised the recorded restriction binds the new owner and the Lincoln Affordable Housing Trust can enforce it. Civico principal Andrew Consigli told Co-Chair Gary Taylor "different market forces sort of dictated" the sale. National Development's Pat McEnany said the Newton Lower Falls firm owns roughly 3,000 units across 13 or 14 properties, including 340 designated affordable. The board separately approved a Verizon Wireless eligible facilities request at the 75-foot tower at 295 Cambridge Turnpike.
