Planning Board continues Clout clearing review, asks for cart-path access alternative

LINCOLN — March 11, 2025 — Lincoln Planning Board continues 2.8-acre Old Winter Street clearing review amid driveway-safety pushback. The board voted unanimously to continue the Clout property site plan review to March 25 and asked applicants to ask the Conservation Commission whether temporary construction access could use an existing cart path off Silver Hill Road, avoiding a new curb cut on a blind-hill section of Old Winter Street. The project would remove 137 trees over 12 inches in diameter and replant 268 trees, 1,103 shrubs and roughly 20,296 perennials across three commonly owned parcels. Abutter Chris Murphy warned, "There is going to be an accident there during this construction." Co-Chair Lynn DeLisi said the board has never liked the Old Winter Street alignment, which is driven by a post-2003 Conservation Commission regulation treating driveways as permanent structures within the 100-foot wetland buffer. The board separately voted to recommend a revised accessory dwelling unit bylaw to Town Meeting.
