Select Board endorses town meeting pilots, advances ADU bylaw rewrite

LINCOLN — March 10, 2025 — Lincoln Select Board greenlights town meeting pilots and joins regional bike share. The board on March 10 heard Town Meeting Study Committee Chair Kenny Mitchell outline clicker voting, on-screen presentation timers and procedural cue slides to debut at the March 29 annual town meeting; Mitchell said Lincoln's 8.4 percent town meeting turnout leads peer towns but called it "a low bar." Planning Board Chair Margaret Olson presented a two-tier ADU bylaw responding to the state Affordable Homes Act — existing rules survive for 900-to-1,200 square foot units, new Section 14.4 mirrors state law below that — and reported EOHLC approval of Lincoln's HCA district at 15 percent affordability. The board voted 3-0 to appoint Molly Lockwood to the Housing Commission, 3-0 to join a four-town bike share underwritten by state grant for three years, and 3-0 to authorize Town Administrator Tim Higgins to execute a $30,000 Water Department SCADA grant.
