Select Board endorses town meeting pilots, advances ADU bylaw rewrite

LINCOLN -- March 10, 2025, Lincoln Select Board greenlights town meeting pilots and joins regional bike share. The board on March 10 heard Town Meeting Study Committee Chair Kenny Mitchell outline clicker voting, on-screen presentation timers and procedural cue slides to debut at the March 29 annual town meeting; Mitchell said Lincoln's 8.4 percent town meeting turnout leads peer towns but called it "a low bar." Planning Board Chair Margaret Olson presented a two-tier ADU bylaw responding to the state Affordable Homes Act, existing rules survive for 900-to-1,200 square foot units, new Section 14.4 mirrors state law below that, and reported EOHLC approval of Lincoln's HCA district at 15 percent affordability. The board voted 3-0 to appoint Molly Lockwood to the Housing Commission, 3-0 to join a four-town bike share underwritten by state grant for three years, and 3-0 to authorize Town Administrator Tim Higgins to execute a $30,000 Water Department SCADA grant.
