LINCOLN — The Lincoln Select Board voted unanimously to open a public notice period on amending the town's Green Energy Choice Program, running through December 16, and appointed Bob Apsler to the Council on Aging and Human Services board. Town Administrator Tim Higgins outlined a two-phase plan for the library's HVAC project, with the library board handling an urgent boiler replacement this spring and a joint committee overseeing a longer-term ventilation overhaul, with funding not expected until the March 2028 town meeting. Finance Committee Chair Tom Whitefield flagged concerns with a draft memorandum of understanding governing Hanscom-area school contract negotiations, saying it understates the Finance Committee's role in recommending the Lincoln Public Schools budget.
Higgins said fiscal year 2028 budget submissions are due November 23, with insurance costs expected to rise by double digits and inflation running at 3.7 percent. Resident David Queroz said Lincoln spends "77 percent more per pupil" than comparable towns and urged the Finance Committee to benchmark town spending before further tax relief.
