Planning Board sends accessory apartment and stormwater bylaws to May town meeting

LINCOLN — March 9, 2021 — Lincoln Planning Board sends accessory apartment loosening and federally mandated stormwater bylaw to May town meeting. The board voted 5-0 to advance a Section 14.3.2 amendment deleting the 10-year age-of-structure requirement, capping accessory apartments at 5 percent of housing units, and imposing a 30-day minimum rental term; member Bob Ahlert noted Lincoln has roughly 64 accessory apartments today, about 2.5 percent of stock, so the cap covers "20 or 30 years" of growth. A separate 5-0 vote forwarded a long-delayed illicit discharge and stormwater management general bylaw drafted by consultant Nick Christofori of CEI, which the town was supposed to adopt by June 2020 under a state consent order tied to the EPA's MS4 permit. Construction provisions trigger at one acre of land disturbance. The board also approved an 18-by-48-foot pool at One Sweet Bay Lane and endorsed adding 11 Moccasin Hill to the Brownswood Historic District and 126 Old Concord Road, owned by Rob Todd, to the Lincoln Historic District.
