Planning Board sets Nov. 12 vote on 28-unit Commons expansion

LINCOLN — October 22, 2024 — Lincoln Planning Board sets Nov. 12 vote on 28-unit Commons expansion and backs lot-line ruling on a Pine Ridge parcel. Project representative Ray Beal told the board the Commons project will use public tax-exempt bond financing with "absolutely no monthly fee increases to residents," and that three of 11 new C-building units will be designated affordable while all 11 count toward Lincoln's Subsidized Housing Inventory. Windover Construction Vice President Bill Olsen walked through a 20-month, four-phase plan that adds 42 parking spaces before removing 20, with a temporary truck access road off Mary's Way graded under 5 percent. Stantec engineer Tony Moore said two stormwater basins must be deepened one to two feet after soil tests showed higher groundwater; total impervious coverage now sits at 41.26 percent against an approved 41 percent, offset by porous pavement. In a separate vote, the board unanimously recommended that Building Inspector Mark Robidoux's June 21 lot-line determination on a Pine Ridge Road parcel stand, with abutter Alan Slisky signaling a Zoning Board of Appeals challenge.
