Select Board fills Conservation seat and joins seven-town regional health agreement

LINCOLN — October 18, 2021 — Lincoln Select Board joins seven-town regional health pact and fills Conservation Commission vacancy. The board voted unanimously Monday to enter a shared public health services agreement funded entirely by a $300,000 state grant guaranteed for three years, with no in-kind contribution and no penalty for withdrawal. Town Administrator Tim Higgins called it "very low risk and very high reward." The board appointed middle school science teacher Becca Fasiano to a Conservation Commission seat running to the next town election, choosing her over applicant Jason Lee because, member James Craig said, her environmental science master's made her a "natural fit" for quick acclimation. Higgins also announced Brandon Kelly of Chelmsford, currently Shirley's DPW and facilities director, will start Nov. 15 as town facilities director. The board canceled a Nov. 6 Special Town Meeting after schools opted to use the reserve fund, and discussed a state redistricting plan that would split Lincoln between the 14th Norfolk and 14th Middlesex House districts.
