Project managers reported the contractor's substantial-completion date has stayed pinned at December 16 for three straight monthly updates, with cumulative spending near $10 million against a roughly $12 million shortfall versus early projections — a gap that could push real completion into February.

Contingency funds sit at 71 percent remaining, or 60 percent after accounting for about $198,000 in known risks.
