Planning Board adopts stormwater regulations, advances Beaver Pond accessory apartment

LINCOLN — July 27, 2021 — Lincoln Planning Board adopts stormwater regulations and clears decade-old escrow accounts. The board voted 5-0 on July 27 to adopt rules implementing the Stormwater Management General Bylaw passed at May 15 town meeting, after KP Law attorney Jeffrey Blake and Comprehensive Environmental engineer Nick Christofori added an agricultural-use exemption pulled from the state Wetlands Protection Act. The board also voted 4-0, with Co-Chair Gary Taylor recused as a neighbor, to recommend a 1,197-square-foot accessory apartment at 58 Beaver Pond Road for applicant Erica Bronstein. Members agreed to release roughly $50,000 held under M.G.L. Chapter 53G for the Stratford Way subdivision pending a slope inspection, and to spend an untouched 2010 AT&T deposit on overdue radio-frequency measurements at the deCordova cell site. "I don't want somebody getting cancer and saying we dropped the ball on this," member Rob Ahlert said. The 795-response village center survey will be published this summer ahead of a Sept. 28 public forum.
