LINCOLN — October 28, 2025 — Lincoln Planning Board clears Doherty's electric school bus chargers on a deadline. The board voted 5-0 on Oct. 28 to treat the 161 Lincoln Road expansion as a minor site-plan change and 5-0 to approve it with conditions, including a six-foot evergreen screen along Lincoln Road, a ban on parking vehicles on grass and erosion controls on the tree line. Highland Electric Fleets project manager Reed McIntyre said missing the January 2026 MassCEC V2X deadline would mean losing "not a little, but all" of the project's grant funding. Member Susan Hall Mygatt objected on principle to the minor-change designation, saying public attendance depended on "private outreach efforts" and not formal notice. Director of Planning Paula Vaughn said the school and DPW sites had both been ruled out. In a separate item, the board approved a generator relocation at 12 Browning Lane 4-0, with Mygatt recused.
