Lincoln School Committee approves $31.1 million FY24 budget package for Lincoln and Hanscom

LINCOLN — February 27, 2023 — Lincoln School Committee approves $31.1M FY24 budget across Lincoln and Hanscom schools. The committee voted 4-0 Monday to send Annual Town Meeting a Lincoln School article request of $13,161,319 plus a separate Medicaid reimbursement article of $82,800, for a total Lincoln budget of $13,244,119. The Hanscom schools budget was set at $17,722,644 with a parallel $144,000 reserve transfer for contract negotiations. Chair John McLaughlin and members Kim Roget, Susan Taylor and Sarah Mitchell backed the package after Business and Finance Administrator Mary Ellen Norman walked them through revisions that brought the Lincoln base to the town's 2.5 percent guideline by trimming $51,000. Members pressed Norman to simplify the FinCom-facing slide so voters could see "that we're not at 2.5" was not the case; the Medicaid line will be displayed separately as a reimbursement. The Hanscom contract now embeds a $200,000 OPEB line item, a change from prior end-of-year-only funding.
