Lincoln Select Board signs 28-article warrant for March 23 town meeting

LINCOLN — February 23, 2024 — Lincoln Select Board approves 28-article warrant ahead of March 23 town meeting. The board voted 3-0 Friday to endorse the article list and again 3-0 to sign the warrant after Town Administrator Tim Higgins clarified the two actions are distinct. Thirteen articles sit on a consent calendar; housing choice (Article 3) and a community center proposal (Article 4) are placed ahead of the operating, capital and CPC budget articles. Article 10 would implement a means-tested senior property tax circuit breaker contingent on state legislative action. Member Jennifer Glass pressed for clearer language describing the circuit breaker's funding source, calling it "a shift" rather than a new cost. The stabilization fund article was pulled from consent pending a final figure. Two citizen petitions on zoning notice and electronic posting of public notices close the warrant.
