Lincoln Select Board closes 39-article warrant for March 25 town meeting
LINCOLN — January 30, 2023 — Lincoln Select Board closes 39-article warrant ahead of complex March 25 town meeting. The board voted 3-0 Monday to close the warrant after two routine fund-transfer articles were withdrawn; five or six zoning articles plus a new specialized stretch energy code are expected to dominate floor debate. Town Administrator Tim Higgins said FY24 includes about $73,000 in "preferred" items above base — $60,000 for utilities and $13,000 for early voting — tacitly endorsed by the Finance Committee. The board separately authorized early in-person voting for the March election under a new state law, with Jim Hutchinson voting yes but calling himself "a little grudging" over future bond-vote scenarios. Members also approved a 3-0 transfer of The Commons in Lincoln liquor license to NELP Commons, LLC, hired officers Nicholas Fasciolo and Seth Gordon contingent on academy completion, reappointed Constable Joseph Topol and renewed the TAC Room entertainment license through Dec. 31.
