Lincoln Select Board finalizes $339,442 ARPA round-two spending plan

LINCOLN — February 27, 2023 — Lincoln Select Board closes out $2.1 million ARPA allocation with final $339,442 distribution. The board voted 3-0 Monday to adopt the ARPA Working Group's unanimous recommendation, which leverages $250,000 from the Community Preservation Committee and one additional project absorbed by Capital Planning to cover every round-two request. Town Administrator Tim Higgins said the package funds water infrastructure, schools, conservation, housing, emergency assistance and the town's IDEA initiative — "but for the funds that came from ARPA, I think we might have struggled to find the funds from the town's general fund to support that initiative." The Water Department's SCADA upgrade will draw $45,000 from ARPA and $108,000 from water revenues. Separately, The Commons withdrew its zoning article from the spring warrant, pushing the project to a fall special town meeting alongside the community center funding vote. The board also reappointed town constable Robert McMillian Jr.
