Lincoln Select Board signs 10-year cell tower lease, requests $500,000 for housing trust

LINCOLN — October 6, 2025 — Lincoln Select Board approves third housing trust ask and signs 10-year cell tower lease. The board voted 3-0 on Oct. 6 to request $500,000 from the Community Preservation Committee for the Affordable Housing Trust, which currently holds about $1.7 million; member Jennifer Glass said the target is roughly $2 million in optionality, citing the 2018 Oriole Landing precedent. The board also approved a 10-year DPW-site cell tower lease at $80,000 base annual rent escalating 3 percent, plus 25 percent of co-location revenue; Town Administrator Tim Higgins said Lincoln's two tower leases now generate over $200,000 annually. Codman Community Farms President Caroline Fiori and architect Nick Mader presented a winterized farm store retrofit of historic B barn, with construction targeted for January and a state grant spend deadline of June 30, 2026. Higgins flagged a Carroll School Wayland expansion projecting 900 additional daily trips and was directed to write Wayland asserting Lincoln's jurisdiction over its roads ahead of the Oct. 15 Wayland Planning Board hearing.
